Should I buy a used iPad 2 or a newer iPad?

Buy a newer iPad instead; a used iPad 2 is too outdated to recommend for anything beyond a novelty or offline use. Even an older iPad Air or entry-level iPad will run current apps far better. If budget is tight, compare New vs Refurbished offers on Shopfox to find an affordable but still-supported model.

How much storage does the iPad 2 have?

The Apple iPad 2 came in 16GB, 32GB, and 64GB storage options, with no expandable memory. By today's standards even the 64GB model is small once you account for the operating system. Storage isn't really the limiting factor, though, since the iPad 2's aging software support restricts what you can install in the first place.

Can the iPad 2 update to a newer iOS?

No, the Apple iPad 2 cannot update past iOS 9.3.5, which was its final supported version. Apple ended software updates for it years ago, so newer features, security patches, and most current apps are unavailable. This software limit, more than the hardware, is why the iPad 2 feels so dated for modern tasks.

It was dead on arrival and the seller wouldn't even send a return label. Avoid this seller; the tech is outdated anyway.

Works well! I didn't realize it wouldn't support the latest software updates, which is my mistake. I bought it for my mom to read e-books and it's perfect for that.
