Missing Window 11

This laptop won't boot at all. I keep getting error code #1962. I tried switching the startup to CSM mode, set boot priority to UEFI First, and made the hard drive the first in the boot sequence. Still nothing. I'm pretty sure Windows 11 wasn't even installed.
